The Bristol Temple Quarter Limited Liability Partnership (BTQ LLP) has published a Contract Notice to formally start the process to find a long-term private sector partner.
BTQ LLP is seeking a Private Sector Partner (PSP) that shares its vision for the transformation of the Temple Quarter area to deliver at least 10,000 new homes and create over 22,000 jobs, which is expected to generate a £1.6bn boost to the regional economy.
BTQ LLP’s ambition is to create a series of thriving, well-connected, mixed-use neighbourhoods that help tackle the housing, climate and ecological emergencies, boost the economy, and make the city-region fit for the 21st century.
Initially, the appointed PSP will work with BTQ LLP to deliver housing, commercial space and new and improved public spaces around Bristol Temple Meads station.
Three of the BTQ partners – Bristol City Council, Homes England and Network Rail – have agreed to ‘option’ their land holdings to BTQ LLP. This means that BTQ LLP and its PSP can plan for coordinated and comprehensive change across the area. The West of England Mayoral Combined Authority is supporting the project with operational funding.
Alongside delivering change to the area around Bristol Temple Meads station, BTQ LLP aims to work with its PSP to develop detailed proposals for new homes and jobs at St Philip’s Marsh, as well as find solutions for tackling challenges like flood risk and the current absence of public transport in the area.

The procurement process is expected to run until the end of 2025, when the successful organisation will be appointed. BTQ LLP will be the contracting authority that undertakes the procurement process and contracts with the successful bidder.
